Three new LA affordable housing projects are under construction this fall, adding 271 apartments in South LA, Del Rey and Palms. Urbanize LA reported the progress between Oct. 28 and Oct. 30, 2026.
LA affordable housing in South LA: 188 modular homes
At 4301 S. Vermont Avenue, developer SoLa Impact is building a five-story, 188-unit complex. All the apartments are one-bedrooms. The building uses factory-made modules from Model Z, a SoLa Impact company, and Open Office designed it.
Urbanize reports that the modules are now in place. The project drew a construction loan of about $35 million in 2025. Financing reports say roughly 80 percent of the homes go to low-income households and 20 percent to moderate-income households. Priority goes to local residents who have experienced homelessness.
46 homes in Del Rey
In Del Rey, HVN Development has started a five-story building at 5403 S. Inglewood Boulevard. It will hold 46 one-bedroom apartments and no car parking. The site replaces a 1950s triplex, and the city approved the plan in 2025 (case ADM-2024-7633-DB-VHCA-RED1).
The mix covers very low-, low- and moderate-income households. Because of that mix, the project qualifies for density bonus incentives and a faster approval path. No completion date is public yet.
37 homes in Palms
A 37-unit complex has also broken ground at 3751 S. Delmas Terrace in Palms, one block north of Venice Boulevard. Reporting so far gives few details beyond the unit count, so check back for the developer and timeline. That said, all three projects show how builders now favor small, one-bedroom homes in mid-size buildings, and each one needed city approval before work began. The pace matters because new affordable units take months or years to finish, so residents should not expect move-in dates soon.
How residents can apply
None of these buildings is open for applications today. Still, the city and county publish listings and rules. Start with the City of LA’s affordable housing listings and the LA County housing site. Each building sets its own income limits, so read the listing for rent levels and deadlines.
